The CMP Consortium and NTT DATA Corporation launched a service called the “Chemical and circular Management Platform (CMP)” on October 1, 2026, which shares information on chemical substances contained in products, along with resource circulation data, across the supply chain.
The CMP Consortium is an industry body operating within the Japan Environmental Management Association (a general incorporated association), and has been examining mechanisms for appropriately and efficiently managing and communicating information on chemical substances contained in products as well as resource circulation information. With support from a subsidy program run by the New Energy and Industrial Technology Development Organization (NEDO), titled “Project to Build and Demonstrate a Data Collaboration System for Realizing the Ouranos Ecosystem,” NTT DATA was responsible for developing the underlying infrastructure. NEDO announced the launch on the same day. The Ouranos Ecosystem is an umbrella initiative promoted by the Ministry of Economy, Trade and Industry (METI) that aims to build a cross-company, cross-industry and cross-border data collaboration infrastructure.
CMP has two main functions. The first is a traceability management function, which links and tracks business relationships between companies under a shared ID, allowing information to be managed based on transaction relationships without exposing any company’s confidential information to other businesses. The second is an information transmission function, which shares data such as chemical composition information and substance-content verification information only with designated partners. This streamlines re-investigation whenever regulated substances are added or changed, helping companies respond quickly to regulatory shifts.
For the transition to a circular economy, it is essential to properly manage and distribute information on the substances and materials contained in products across the entire supply chain. Regulation of chemical substances has been tightening, for example under the EU’s REACH Regulation. At the same time, every addition or change to the list of regulated substances has required companies to conduct re-investigations and exchange information with trading partners via email and other manual means, creating a significant administrative burden—an issue this platform aims to address.
The CMP Consortium and NTT DATA conducted a large-scale demonstration project starting in April 2026. More than 500 companies participated, including prospective user companies and developers of applications designed to run on CMP, working to compare applications and verify operations ahead of full-scale implementation. The CMP initiative reportedly has the support of companies across a wide range of industries, including the automotive and electrical/electronics sectors.
CMP was built with advice from the Information-technology Promotion Agency, Japan (IPA), referencing the data space design model published by IPA known as “ODS-RAM (Open Data Spaces Reference Architecture Model).” The platform also draws on expertise NTT DATA developed through its “Battery Traceability Platform,” launched in 2024, which shares carbon footprint information on batteries for electric vehicles between companies—specifically, its mechanism for sharing data across supply chains while protecting confidential information.
Going forward, the two organizations plan to work with providers of applications for chemical, electrical/electronics, automotive and other related businesses to expand use of the platform across industries, aiming for participation from several thousand companies by 2028. They also intend to broaden the scope beyond product chemical content information to include parts reuse information and recycled material information (covering content ratio, purity and origin), supporting the wider circulation of resource-related information. In the longer term, they aim to develop CMP into a global information-sharing infrastructure that spans industries and national borders.
