Kawasaki City’s Used Plastic Recycling Route Achieves ISCC PLUS Certification Across the Entire Supply Chain—First in Japan for Multiple Operators to Obtain It Jointly

J Circular System Co., Ltd. (JCS), which handles intermediate processing in the recycling route for used plastics collected from households in Kawasaki City, announced on September 30, 2026 that it has obtained ISCC PLUS certification from TÜV SÜD, a certification body headquartered in Germany. Combined with Resonac, which had already obtained the same certification, this establishes a system that ensures traceability across the entire supply chain—from collection and intermediate processing to material recovery and the manufacturing of final products.

Kawasaki City formulated a material recovery plan under Article 33 of the Plastic Resource Circulation Act (a law promoting the reduction, reuse and recycling of plastic resources), which received national certification. This article sets out a framework under which municipalities collaborate with material recovery operators to carry out recycling. According to JCS, this marks the first time in Japan that an intermediate processing operator within such a certified route has obtained ISCC PLUS certification, and also the first time the certification has been obtained jointly by multiple operators. This initiative was realized through collaboration among operators under the “Kawasaki Plastic Circulation Project (Kawa Pla),” a framework established by Kawasaki City to promote cooperation among citizens, businesses and the municipal government.

Scope of ISCC PLUS certification

In this recycling route, Kawasaki City first collects and transports used plastics. JCS then carries out intermediate processing to produce raw materials for chemical recycling. Resonac subsequently uses gasification-based chemical recycling technology to convert these materials into hydrogen, ammonia and acrylonitrile.

ISCC PLUS certification is an international certification scheme operated by ISCC System GmbH that tracks and manages the origin, processing history, quantity and distribution route of raw materials throughout the supply chain, thereby certifying the sustainability of materials and products. With this certification now obtained, the recovered materials and products can also be handled and marketed as ISCC PLUS–certified goods.
